State, defense offer takes on Gwinn’s criminal case (The Athens News)

A special prosecutor has alleged in a court filing that Athens County Democratic Party chair Susan Gwinn created a “permeable membrane” between her personal finances and those of the party. According to special prosecutor Dave Yost of Delaware County, this sometimes meant Gwinn’s own cash went to the Democrats – but at other times, meant party money was illegally applied to Gwinn’s business debts.
